Strategic Development provides a legislation and policy guidance development service. The service aims to improve commercial legislation for which it has responsibility and to develop policy rules to guide administrative decisions under various laws. The section is currently active in the following areas :
Aviation and Maritime Transport Policy
In the passenger and car ferry markets the policy aim is to secure year round, long term, reliable, robust and reasonably priced services of sufficient quality and frequency. The development of legislation and policy guidelines in this area is an ongoing task as the States seeks to balance objectives that are sometimes in conflict with each other in a changing commercial environment. The regulation of passenger and car ferry services on routes to the UK and France and the implementation of service level requirements is therefore the main area of activity at present.
In aviation the section monitors and responds as appropriate to developments in international aviation regulation, which affect access to the London hub airports and the viability of air services to and from Jersey.

Intellectual Property
The section is developing modern intellectual property legislation in the areas of copyright, design right, performers protection, patents and registered designs and plant breeders rights. The application of international intellectual property conventions to the Island is also under consideration and work is taking place with the intellectual property services industry to identify and take advantage of new intellectual property based business opportunities (legal services, patent and trademark agents, licensing bodies, trust and financial services).

Retail Strategy
The Retail Framework is the document which sets out broad guidelines for the addition of retail floor space in Jersey.
The section is currently engaged in understanding the economic effects of a new entrant in the supermarket sector and developing new Sunday trading legislation.
The section welcomes comments from any person that wishes to contribute their views on the policy guidance and legislation programme set out above.
